SHORTAGES IN ITALY.
NEW YORK, March 22. Captain Robert Kincaid, 'United States naval attache in Rome, who returned by the clipper, said, "In the Jast two months conditions in Italy have become much worse. Acquiring food and munitions has become difficult." Mrs Kincaid declared: "It is good to be in a country where you. can open your mouth."
