PROPOSALS TO RUSSIA.
IGNORED IN MOSCOW. (British Official Wireless.)’ RUGBY, Nov. 15. It is confirmed in London that the British Ambassador to Moscow on October 22 made far-reaching proposals to the Soviet Government with the aim of disposing of misunderstandings and bringing about a modus vivendi between the British and Soviet Governments. These proposals included an offer of de facto recognition of the inclusion of the Baltic States in the Soviet Union, a guarantee that the Soviet would be included in the peace conference at the conclusion of the present war, and a solemn undertaking that Britain would never associate herself with any Power or group of Powers in an attack on Russia. This last offer may be said to be a proposal to enter into a permanent pact Lot' non-aggression. It appears that no reply lias jvet been given to these proposals, which were known to M. Molotov before there was any suggestion ol his Berlin visit.
