RELATIONS WITH AXIS'

Henry Haye (French Ambassador) visited the State Department at the request of the Assist-. ant-Secretary of State (Mr" Welles),:; who outlined the United Stated 1 s ■. attitude towards closer collaboration between France and the Axis. Diplomatic sources declare that the United States warned Vichy not to expect American aid and sympathy in the event of a famine if Vichy makes an alliance or other arrangement helpful to the Axis.
It is reliably stated that the United States, co-operating with the other Americas, has plans ready to occupy French territory in the Caribbean if this is deemed necessary from the viewpoint of hemisphere defence. At Berlin a spokesman indicated that confirmation of the Hitler-Petain talk might possibly be given on Monday. The spokesman added: "Exterior influences have been trying to stick their noses into aitairs wmen don't concern them." •'. _. .

lieichmarshul Goering's National Zeitung says the Vichy _ Government seeks an end to Frances isolation, hut such an auscliluss is only achievable through the victory of Germany. The present talks, wliich are only preliminary, are rooted in the French realisation of this fact.
It is reported that preparations are being made for a meeting of the Reichstag, at wliich Hitler will make a declaration concerning his talks witli France and Spam. The Rome radio states that King Leopold recently received German and Belgian representatives for negotiations concerning the future of Belgium. The Germans are stated to have agieed to certain'improvements in the administration of the country.
