WANG REGIME.
PROPOSED PEACE TREATY. Received August 23, 8.5 a.m. SHANGHAI, Aug. 22.. It is reported that the' J apanese army has completed the draft of a peace treaty with the Nanking Administration, which has been submitted to Tokio for approval. The army suddenly concluded the negotiations by partly agreeing to the demands of the puppet leader, Air AYang Ching-wei, but compliance would be effective “after the cessation of hostilities.” The demands included the date for the Japanese army’s withdrawal and the return of ownership of the railways, telegraphs and other public utilities to Nanking. It is understood that secret articles were worded to appear lenient, hoping to facilitate ultimate peace negotiations with _ the Chungking Government via Nanking. Foreign authorities are unanimous in their opinion that the treaty will not affect continued resistanco by the Chungking authorities .They said tho only thing which would possibly weaken the united war front by Chungking would he evidence of Japan granting the Nanking Government important internal powers immediately. y The treaty provides for the continuance of martial law in Nanking.
