DIPLOMATIC CHANGES.
AMAZING RESHUFFLE
Received August 23, 10.40 a.m. ! TOKIO, Aug. 22.
A diplomatic reshuffle on au unprecedented scale, affects Ambassadors, also five counsellors, and eleven con-sul-generals, in addition to extensive changes in the personnel at the Japanese Foreign Office. The Ambassador in Washington (Mr Horinouchi), also Mr Kuwashima from Brazil, Mr Taketomi from Turkey, Air Sawada from France, All - Hotta v Ambassador at large), as well as the Ministers to Canada, Spam, the Argentine, Peru, Chile, Colombia, Venezuela, Panama, Mexico, Afghanistan, Hungary, South Africa, Finland, Rumania, Latvia, Egypt, Bulgaria, Iran and Irak', have been recalled. The Domei News Agency says the changes were expected since Air Alatsuoka became Foreign Aiinister. They arc considered to be preparatory to a diplomatic offensive. A Shanghai message says the American Consulate has made representations to the Japanese Consulate concerning damaged American property in Chungking, where the latest incendiary bombings have rendered 40,000 homeless.
