PEOPLE OF AMERICA. ATTENTION TO DEFENCE. (United Press Association—By Electric Telegraph.—Copyright.) Received August 9, a.m. WASHINGTON, Aug. 8. President Roosevelt lias issued a proclamation calling the people of the United States to unite in prayer for world pe’ace on September 8. At the same time, the President reminded the people that the Government is rushing the defences to protect the country’s heritage of freedom.

The Secretary to the Treasury (Mr H. M. Morgenthau) stated that the British tank experts advising United States army officials on tank construetiou and design had already given the AVar Department valuable information regarding technical problems. The experts include Brigadier-Gen-eral D. H. It is announced that tho Reconstruction Finance Corporation has made informal hut definite commitments for loans up to two hundred million dollars for new aircraft factories, about eight million going to the Packard concern to enable that company to expand its facilities to carry out the Rolls Royco aircraft engine contract. The Secretary of AVar (Mr H. L. Stimson) has ordered the army s six ordnance manufacturing arsenals to work a. three-shift six-day week to speed up the armament programme. The House of Representatives overwhelmingly approved and sent to the Senate a Bill to permit United States ships to bring refugee children from Europe. At New York G-men are investigating to determine whether sabotage caused a fire which broke out on the Norwegian steamer Lista, carrying a heavy undisclosed cargo to Liverpool. The ship sailed last night, 'lugs attempted to tow her to New York after the fire, but the flames spread and the ship grounded in the outer harbour. The crew were taken off.
