BALKAN AGREEMENT.
FRANCE AND ITALY. AMERICAN BELIEF. Received April 20. 9.20 a.m. NEW YORK, April 19. Interpreting a copyright message from the correspondent of the Chicago Daily News in Paris (Mr Edgar Mowref), the New York Post suggests it states as clearly as the censorship permits 'that Italy and I' ranee have reached an understanding on the Balkan question. The French Premier (M. Reynaud) apparently made an important statement to the Senate concerning this question yesterday. Paris reports that the Chamber agreed to M. Reynaud’s demand for a secret session, which was held to-day.
