ATTACKERS FAIL. BOMBING OF CIVILIANS. LONDON, March 19The Scapa Flow raid, stated Mr Chamberlain in the House of Commons, was a failure. “1 have been rather surprised at the importance which has been attached to this very unimportant affair.
