RISING COSTS APPEAR.
LONDON, Sept. 23. The general background of the markets at present is deflationary. Some employers arc reducing staffs, and banks arc calling in loans. , . r . . All industries face the prospects ot rising costs coupled with higher taxation and the rigid control of costs and prices. Another factor contributing to tho weakness of the stock markets is the demand liquidity which has been accentuated by the cessation of dealing in gilt-edged stocks.
