POWERS’ STAFF TALKS. OPENING IN MOSCOW. His appointment confirms the earlier report that British, French, and Russian staff talks are opening shortly. An Independent Cable Service message from London says it is understood the British Government is prepared to send a military mission to Moscow if the Soviet is agreeable.
