BRITISH SCHEME’,S DIFFICULTIES LONDON, July 18. The President of the Board of Trade (Mr Oliver Stanley) stated in the House of Commons to-day during the debate on tlie War Risks Insurance Bill that the Government could not take the responsibility of conducting a scheme of _ insurance against air ra ids in war time, because the estimated insurable value of the British propertv machinery and furniture that could be damaged was £12.380,000,000, working out at £275 per capita. Nevertheless, the Government was instituting an inquiry into the possibility of a scheme of mutual protection of pronerty on a contributory basis affording" compensation at the earliest possible time after damage, he said. The Government might assist financially. Tlie Bill was read the second time.
