The Soviet has returned without consideration the Japanese Note delivered by Mr logo on July 16 regaidji,,r the 'oil and coal concessions on Sakhalin Island to which an answer was demanded by to-day. M. Lozovsky (Assistant r o reign Commissar) told Mr Togo that the Note was unacceptable as it contained threats and was in the nature of an ultimatum.
