Telephono Regulations, rural telephone lines are required to return to the department a minimum revenue of £1 5s for each quar-ter-mile of circuit in use. The regulations also provide that, if one or more subscribers to a rural line relinquish service, the rentals of tho remaining subscribers are to bo adjusted to the rates applicable to a line of the reduced numerical strength, the increased rates taking effect from the beginning of the next half-year rental period. Hie regulations were made under the authority of tho Post and Telegraph Act, and there is no question as to their validity. As a. measure of relief to the farming community during the depression years, the rights of the department to reassess the rentals following upon relinquishments were not enforced; consequently tho department has been losing considerable revenue on (he rural telephone system for the past seven years. With the Improvement in the financial position of the Dominion, the Government has decided that regulation rentals are to he reveried to in all eases, except that sympathetic consideration will be given to individual cases where the subscribers can show that severe hardship would be imposed by payment of (lie higher rate.”
