SERIOUS BREAKDOWN. Received Februarv 18, 10.45 a.m. BERLIN, Feb. 17. The vice-president of the Reichsbank (Herr Brinkmann), Dr. Funk’s closest collaborator, is seriously ill with a nervous breakdown. Herr Brinkmann has been succeeded by Dr. Wholthat, the negotiator of the proposed Jewish agreement with Air G. Rublee (chairman of the International Refugee Committee).
