CHAM ISLAND PROPOSALS. WASHINGTON, Jan. 19. Despite President RooseVelt s disclaimer that ho had approved the proposed 5,000,000-dollar expenditure on the fortification of Guam Island, a naval bases measure was introduced into Congress to-day, avowedly “with the Administration’s approval.” A White House spokesman asserted that a decision concerning fortifying Guam could not be guided by the advice of admirals, since the question was primarily political, and could be best approached through negotiations with Japan.
