POOR JEWS HARD-PRESSED

BERLIN, Dec. 16.

To-day’s payment of the first quarter of the £83,000,000-fine on Jews following the murder of Dr von Rath were largely book transactions as far as the wealthy were concerned. The "payments were carried out by arrangements among the banks and involved certain securities set out in an official list and accepted at fixed quotations, or alternatively liquid cash or deposits. The poorer Jews, however, are hard pressed to find the money. Some are negotiating mortgages, but others are unable to pay.
