PACT NEGOTIATIONS.

MUSSOLINI IN HASTE. LONDON, Oct. 13. The Prime Minister, Mr Chamberlain, is believed to be worried by Signor Mussolini’s attitude toward the Anglo-Italian agreement. It. is thought that Mr Chamberlain wishes to escape making a decision about the ratification of the agreement until he faces Parliament in November, while Signor Mussolini is understood to bo trying to persuade him to make at least a gesture before October 18. At present there is a lack of agreement in Britain about the acceptability of what is known of Signor Mussolini’s plans for the preliminary withdrawals of troops from Spain.
