ORGANISING IN WAR TIME. MOBILISATION PROVISIONS. CHAMBER TO DEBATE BILL. (United Press Association—By Electric Telegraph.—Copyright.) Received March 21, 10.20 a.m. PARIS, March 20. The Chamber of Deputies on Tuesday will debate a Bill completing tho organisation of the nation in war time. It provides for the mobilisation of the fighting forces by the co-operation of the civil and military authorities under .•i single war command, the mobilisation of industry under a Minister specially appointed and the mobilisation of defence against aircraft. The underlying principles of the Bill are that everything and everybody must aid the defence-oi the nation and war must not be a source of profits.
