CLOSING OF CONSULATES. Received March 4, 1.20 p.m. LONDON, March 3. The Times Berlin correspondent says: Germany has demanded the closing of the Soviet Consulates at Koenigsberg and Hamburg by May 15 when the German Consulates at Tvieff and Novosibirsk will be liquidated and all the German Consular activity concentrated in Moscow. German action is taken “in consequence of the continual chicanery with the Consulates at Tvieff and Novosibirsk which has not stopped despite continual protests.”
