TURKISH IMPROVEMENTS. Received March 1, 12.50 p.m. LONDON, Feb. 28. Turkish bankers who are visiting London have disclosed details of a second five-year plan costing £10,000,000, including the construction of harbours, the purchase of ships and machinery, locomotive construction, chemical works, the extension of the textile sugar factories and widespread irrigation.
