OPPOSITION CRITICISM. DEBATE IN COMMONS. (United Press Association—By Electric Telegraph.—Copyright.) Received March 1, T. 30 p.m. LONDON, Feb. 28. Mr C. R. Attlee (Labour leader) opened the debate on the appointment of the Foreign Secretary in the House of Commons to-day. After paying a tribute to Lord Halifax’s qualifications, he said the fact that democracy was assailed made it most important that the House of Commons keep a close watch on the control of foreign policy and have the Foreign Secretary in the House responsive to public opinion. The Prime Minister, answering a question, said that foreign affairs led to the danger of duality .a foreign policy, signs of which were already apparent. Sir Archibald Sinclair said that while Lord Halifax personally commanded the confidence of the House there was no confidence in the policy he would have to carry out.
