GENERAL MATSUI’S ACTION. CASUALTIES IN CHI NA. Received February 28, 11.50 a.m. TOKIO, Feb. 27. General Matsui, the Japanese commander who was ordered home from China, has revealed that he apologised profoundly to the Emperor for having caused so many casualties in the war in China.
