SAFETY OF NATIONALS. AMERICAN NOTE. WASHINGTON, Feb. 25. The American Government has officially notified Japan that American nationals have the right to reside in China, and the United States will hold Japan strictly accountable for injury to Americans or property resulting from Japanese military operations. The American Ambassador (Mr J. C. Grew) was instructed to inform Japan that her warnings to America that military operations were imminent in Central China, and that Americans should seek places of safety, was no excuse for lessened Japanese responsibility, and it was not encumbent upon Americans to take the precautionary measures requested.
