INDIGENT FOREIGNERS.
LEAGUE AID PLAN. (British Official Wireless.) RUGBY, Feb. 26. A Geneva message states that the Committee of Experts convened by the League of Nations to examine the problem °of assistance to indigent foreigners and the execution of maintenance obligations abroad concluded its third session after drafting the text of a model convention lor use by governments in concluding among themselves arrangements in favour of indigent foreigners. . ; , . ~ The model convention is based on the idea that national, legal protection must extend to foreigners living in a country, and that the principles of humanity and social order justify public aid to foreigners without means of subsistanee.. ' ... The regulation of social insurance, unemployment relief and judicial assistance is left outside the scope of the convention. . . ~ The number of foreigners in the world, who might benefit by the. assistance outlined in the convention, is estimated at 29,000,006.
