ON FASCIST LINES.
RUMANIA’S CONSTITUTION. Received February 28, 9.50 a.m. BUCHAREST, Feb. 27. King Carol, before a distinguished assembly, signed the new Constitution, under which Rumania becomes a corporative Stato on Fascist lines. King Carol, in u speech, emphasised that the individual rights of citizens were intact, hut carried a duty to the State.
