PROVINCIAL AUTONOMY.
GOVERNMENT IN INDIA. (Times Cables.) Received December 22, 9.20 a.m. LONDON, Dec. 21. The Calcutta correspondent of the Times says that, alluding to the success of provincial autonomy so far the Viceroy (the Marquess of Linlithgow), addressing the Chamber of Commerce, said he had been encouraged by the manner in which Ministers ot every party with every province had met their heavy responsibilities, proving the great potentialities of the new Constitution. He paid a tribute to the readiness of the Governors' services to do all that was possible to develop democratic institutions.
