JAPAN’S EXPLANATION. ’ VISIBILITY POOH. Received December 16, 8.5 a.m. TOIvIO, Dec. 15. The Japanese Note of regret ,to the United States, presented yesterday morning, says that reports from the Japanese representatives in China have established the fact. that the naval air force acting on information that Chinese troops were fleeing in steamers up the river from Nanking, took off. However, owing to poor visibility the aircraft, although they descended to fairly low altitudes, were unable to discern marks showing whether the ships were American warships or merchantmen. It adds that Japan fervently hopes the unfortunate accident will not affect the friendly relations existing between Japan and America.
