NEW YORK, Dec. 15. Best informed circles, says the United Press Washington correspondent, assert that President Roosevelt’s and Mr Cordell Hull’s protests are based not only on the Panay bombing but on the principle of the open door policy in China, and the illegality of Japanese interference with American life, rights and property there. In support of this attitude the officials pointed to the final clause of Mr Hull’s protest demanding for American nationals, interests and property in China immunity from Japanese attack and Japanese interference whatsoever. Only on this basis would the United States Government consider the incident closed.
