MANAWATU COUNTY

MEETING OF THE COUNCIL. USE OF SUBSIDISED LABOUR. The monthly meeting of the Manawatu County 'Council was held yesterday, those present being Crs W. E. Barber (chairman), A. M. Morcom, D, W. Reid, R. A. Wilson, J. Boyce, | J. H. Porrett and W. E. Pearce. ■ j CORRESPONDENCE. j . . I The Department of Internal Affairs advised that all contributions made to the Far East Relief Fund wbuld be validated.—Received. The Labour Department advised that approval had been given for the alio-1 cation of 20 men to the council, a j subsidy of £4 per man per week being; allowed. An additional commitment j of £IO4O had accordingly been allot- j ted.—-The letter was received, the ( clerk (Mr A. K. Drew) explaining j that for labour the council’s share i would be £173 6s Bd.

The Tangimoana School Committee asked for a load of metal suitable for concrete.—Granted.

Mrs F. M. Bradley (Aorang: Road) wrote offering for sale a five-roomed house in Sanson.—The council is to consider making an offer for the house.

Mr J. E. Doyle (Himatangi) wrote asking for a ruling as to whether he was responsible lor clearing noxious weeds from the tramway in front of his property.—lt was decided to explain that the council accepts the responsibility, for the lifetime of the tramway, of clearing noxious weeds from tlie area of the tramway formation and the area between the tramway and the main road. The County Councils’ Association wrote suggesting that the subscription pavable by the" council be £5, so that tlie association could join the New Zealand Employers’ Association. —Agreed to. The Counties’ Association also forwarded a solicitor’s opinion as to tlie j liability of county councils for the maintenance of footpaths on main highways. The- view was expressed therein that a local authority would no longer be liable for any contribution.—Received. The County Councils’ Industrial Union of Employers advised that there bad been some unrest and doubt existing as to men employed under the No. 13 Relief Scheme (£4 a week per man subsidy), and asked the council to consider several points (previously published) in respect of the employment of the men, which had been agreed on at a meeting of the executive.—Received. A further letter from the County Councils’ Industrial Union of Employers advised that the union would watch the interests of county councils in all industrial matters. —Received.

HEALTH REPORT. Submitting his quarterly report, the senior health inspector (Mr S. B. Reed) stated there had been five cases of infectious diseases reported (two of diphtheria and three of tuberculosis). Inspections had been made in connection with the drainage and plumbing of all new dwellings erected in the county. The Maori pas had been inspected many times and general improvements effected, the conditions being satisfactory. The sanitary condition of the county could bo regarded as satisfactory. —The report was received.

The tramway manager (Mr Drew) submitted tho following report which was adopted :• —“Tlie items of traffic for the month were as follow:—Metal, 560 c yds, minerals, 17 tons; merchandise, 4£ tons; manure, 31 tons; firewood and posts, 2 trucks; steel, etc., 106 tons; tar, 154£ tons; and general items, j ton. The earnings for the month were £lB7 14s 8d and the running expenses £149 7s sd, showing a credit balance 0f.£38 7s 3d.” TREASURER’S REPORT. ( Tlie treasurer (Mr Drew) reported that the county fund account was in debit by £7012 8s 7d, while the loan account held a credit of £3347 18s. Tlie receipts since the last meeting ot the council had amounted to £3441 8s lOd £239 17s 2d being in rates. The amount of rates struck (excluding native rates) had been £22,523 19s Id and tlie amount collected £9312 10s Bd, leaving a balance of £13,211 8s 5d yet to come in. ENGINEER’S REPORT. The report of the engineer (Mr H. V. Bond) was adopted as follows: County roads and bridges: Culverts, watertables and drains have been cleaned on the Mt. Stewart-Halcombe and llakeliou Roads and Lee’s Line. One new concrete pipe culvert lias been laid on Lee’s Line. Culverts and drains have been cleaned on McDonell’s, Richardson’s and Gust’s Lines. Footpaths have been cleaned in the Sanson township. Clay has been spread on Ocean Beach Road and a site has been cleared for a turning place. The grass shoulders on Puki Puki Road have been cut back with the Diesel grader. Drains have been cleaned and maintenance metal spread on ltosina Line. Maintenance metal has been spread on Pyke and Puki Puki Roads. The sand portion of Bainesse Road lias been attended to and sand-drifts on Kellow’s Line have been faseined. A culvert on Kopane Road has been lowered. Maintenance metal has .been spread on Motuiti Road and No. 2. Line. The power graders have been working full time on all metal surfaced roads. Considerable difficulty has been experi-

enced on most roads but more especially the narrow ones with the long grass growing on the shoulders. This, however, is dealt with in a further report. Main highways: Clay filler has been spread on the Tangimoana highway in places where there was an excess of loose metal. A further 30 chains of drain have been cut on the Rongotea-Longburn highway, the spoil from which has been used lor the building of shoulders. Surface metal lias been spread on tlie RongoteaEangiotu highway. The bitumen surface of the Himatangi-Rangiotu highway lias been patched where necessary. The work undertaken on the Foxton-Sliannon highway for the realigning and regrading of the portion of the road at Marotiri was continued until the latter part of November. The allotted time for the men working under No. 13 scheme and engaged on this work has been completed, and a very good job lias been the result. A commencement lias been made on maintenance work on the boxton Beach highway to put the surface in a reasonable state for the holiday period. All metal surfaced highways have been maintained with the power traders. General: The Pukeriui crushing plant has worked satisfactorily. For the month of November a total of 801 c yds’of metal was delivered.”
