CHANGES IN ARMY
PROMOTIONS IN BRITAIN. EFFECT IN NEW YEAR. THE GUIDING CONSIDERATION. (United Press Association—By Electric Telegraph—-Copyright.) (British Official Wireless.) Received December 7, 11.40 p.m. RUGBY, Dec. 6. The Secretary for War (Mr HoreBelisha), in tlie House of Commons, said the Army Council changes would all take effect by the New Year. Merit, character and ability, as well as suitability for any particular office, would bo the guiding considerations, regardless of youth or age or mere seniority in the event of any further appointments being made. All appointments would be made on the assumption that the holders would be able to hold their posts under conditions of active service.
