ITALIAN NOTE TO BRITAIN. REFERENCE TO PRIME MINISTER. ROME, Nov. 12. Diplomatic circles in Rome are amazed at the discourteous way an latlian Government commuinque, asking Britain to open talks with Italy, refers to Mr Neville Chamberlain. Throughout it calls him “The Chamberlain,” which every Italian will regard as definitely insulting. The Daily Telegraph’s Rome correspondent says the Earl of Perth, the British Ambassador, called at the Foreign Office at the request of the Foreign Minister, Count Ciano. It is understood Count Ciano stated that the communique was meant to convey Italy’s wish to live on friendly terms with Britain and clear up misunderstandings as quickly as possible. The somewhat unorthodox terms in which the Note was couched were explained by the fact that* it was not an official document.
