WATERS RECEDING. MELBOURNE, Oct. 19. There has been no rain in the metropolitan area since 9 o’clock last night. Most of the rivers and creeks are receding and- the general flood peril appears to have passed. The river Yarra overflowed near Kew and reached the doorsteps of houses, partly covered three golf courses and seriously damaged market gardens. A hundred square miles of rich fields and farms were inundated in southern Gippaland.
