Tho Rome correspondent of tho Daily Telegraph says it is stated in military circles that tlie Prime Minister (Signor Mussolini) has decided that the Governor-General of Libya (Air-Marshal Italo Balbo) will replace the Viceroy of Abyssinia (Marshal Itudolfo Graziani) at Addis Ababa. It is also reported that the Secre-tary-General of the Fascist Party (Signor Achilla Starace) will replace Air-Marslial Balbo as Governor-Gen-eral of Libya.
