FLOODS AND WIND'. (British Official Wireless.) Received January 29, 11.24 a.m. RUGBY, Jan. 28. The Thames floods are generally subsiding, although a strong northeasterly gale blowing upstream, coupled with heavy tides, has caused temporary extensions in some areas. A bitter wind is being experienced throughout Britain, and in the Channel, where traffic is encountering extremely heavy seas.
