NEED FOR COLONIES. MINISTER'S SPEECH. “NOT ENOUGH ROOAI.” Received December 10, 11.30 a.m. BERLIN, Dec. 9. Dr H. G. H. Schacht (Economics Alinister), in a speecii at tho Geographical Association centenary at Frankfurt, bitterly attacked the attitude of other countries towards the new Germany. He demanded immediately 7 the allocation of colonies. “Germany lias not enough room for its people to live. Despite all efforts, it lias been impossible to obtain what is necessary to ensure life. The shortage of raw materials is even greater than of foodstuffs. When 1 discussed the matter with the diplomat of a country probably possessing the greatest possibilities of expansion, I was advised to restrict tho birth-rate in Germany.”
