SOVIET CONSTITUTION.
NATION’S WAR POLICY. MOSCOW, Dec. 6. The new constitution has been agreed to unanimously, after the addition of amendments stipulating that land lie given to the peasantry liee and an authorisation that the executive declare war not only in case of attack on the Soviet but in the event of the necessity to fulfil international obligations arising from mutual assistance pacts, which is interpreted as a reply to French criticisms that the Franco-Soviet pact would he ineffective under the constitution. PARADE IN RED SQUARE. Received December 7, 9.55 a.m. MOSCOW, Dec. 0. A million people marched through the Red Square in celebration of the now constitution. M. Stalin was not present.
