NO TIME TO HESITATE. PRESIDENT ROOSEVELT’S VIEW. Received November 28, 1.35 p.m. RIO DE JANEIRO, Nov. 27. President Roosevelt was accorded a tumultuous and popular welcome when he addressed ’ the Brazilian Peace Congress, to-day. “We cannot countenance aggression, from wheresoever it may come. This is no time to hesitate,” the President declared. “We must be guided by a generous view of our common needs. The solidarity of American States in the cause of peace is no threat to other regions and races. Honourable adherence to the solemn agreements among us will harm no other continent. but more firmly will peace be established in this hemisphere. “The more closely we live up to the spirit as well as the letter of our agreements the better will it he for the rest of the world,” Mr Roosevelt added.
