OBITUARY.

ADMIRAL WILLIAM SIMS. BOSTON, Sept. 28. The death has occurred of Admiral William Sims. Admiral William Sowden Sims commanded tho American Naval forces in European waters after that country entered tho Great War. Born at Port Hope (Canada) in 1358, lie was educated at the United States Naval Academy and joined the Navy in 1876. Between 1897 and 1900 he was successively naval attache at Paris and St. Petersburg. In 1908-09 lie was naval aide to the President of tho United States. From 1913 to 1915 be commanded the destroyer flotillas of tho American Atlantic Fleet, and in 1917 lie was appointed president of ihe Naval War College, a position he resumed after the War and hpld until he reached the retiring age in 1922. He was the holder of British, French, Belgian, Italian and Japanese decorations.
