Australia’s proposals for the reform of the League of Nations Covenant were explained to the House of Representatives by tlie Attorney-General (Mr Alenzies). The Commonwealth suggests the automatic operation against the aggressor State ol sanctions prohibiting the export of arms, munitions, and raw materials usod for military purposes, or alternatively prohibiting all exports to tile aggressor. The refusal of loans and credits and the prohibition of imports from an aggressor are also suggested. Nonmember States, particularly the United States, Germany, and Japan, should be consulted before the League amends the Covenant, it is argued.
