The Chinese authorities fear an open campaign tor the anenxation of Hopei, Shantung, Chahar, Shansi, and Suiyan to JYlanchukuo, enabling Japan to restore the Emperor of Manchukuo to the Imperial Palace at Pekin, where he will rule the vast territory from the Yellow River to the Siberian frontier under Japanese tutelage.
