The newspaper Hochi Shimbun announces the arrest of 17 Japanese on suspicion of complicity in espionage involving the Soviet. The Hochi Shimbun accuses the Russian Embassy of maintaining a network of spies preparatory to war with Japan. These allegedly reconnoitred concerning internal conditions with the intention of reconstructig the Japanese Communist Party, which entails the death penalty.
