SPANISH UNREST.
POLITICAL DISQUIET. Received April 21, 12.55 p.m. MADRID, April 20. The Catholic Right Wing i'arty has decided to abstain from voting in the Presidential election on April 2b, alleging tnat there are no guarantees that it will be conducted fairly, and complaining ot daily violence, arson and pillaging causing Catholics to hee en masse.
