NAVAL CONFERENCE.

AMERICAN PARTICIPATION. WASHINGTON, Nov. 19. President Roosevelt to-day announced that the American delegation to the naval limitation conference which is being convened in London on December 6 will be headed by Mr Norman Davis. Other members will be Admiral Standley and the Undersecretary of State (Mr W. Phillips). The selection of the last-named is something of a surprise. It is explained that he will remain in London only a few weeks and will return to AVashington to apt as liaison agent between the President and conference delegates. Although the maintaining of the 5-5-3 ratio in the world’s principal navies is considered almost an impossible hope, President Roosevelt was anything but gloomy to-day in announcing the delegation. He declined to reveal any specific course of action at London, but indicated that the chief objective was to maintain the status quo of the present treaties.
