PALMERSTON NORTH CITY COUNCIL
MEETING LAST EVENING. REPORTS OF COMMITTEES. The Palmerston North City Council met last evening, the Mayor (Mr A. E. Mansford) presiding. . Others present were Crs. G. Tremaine, W. B. Tennent, W. B. Cameron, A. A. Langley, J. T. J. Heatley, W. Mouldey and J. J. Stevenson. CORRESPONDENCE. Mr A. Johnson wrote drawing attention to the flooding of Clausen Street during the recent heavy rainfall due to the overflowing of the Kawa.ii drain.—Referred to the engineer to report to the next meeting of the works committee. An application was made by Mr G. G. Hancox, Director of the Technical School, for a reduction in the £2 2s charged for the use of the Opera House for a rehearsal. —Referred to the Opera House commitWORKS COMMITTEE.
Reports and recommendations by the works committee were adopted as follow : —That the communication from the Wellington College and Girls’ High School Board, stating that the question of subdividing the hoard’s reserve in College Street AVest will be considered on the 26th instant, be received ; and it was decided that the matter be reconsidered in one month’s time if no advice is to hand from the board in the meantime. That Messrs L. G. West, Son and Hornibrook forwarded the sketch plan for a proposed dwelling containing flats in Queen Street and requested that a building permit be issued. It was resolved that the engineer place the application before tile Health Department for an opinion thereon. That Mrs D. M. Olson advised that she proposed erecting a close-boarded fence between the boundary of her property in Church Street East and the council’s gravel pit, at an estimated cost of £4 14s and applied for half the cost thereof. It was resolved that, provided the work is carried out to the satisfaction of the eitv engineer, the council contribute half the cost at the price submitted. That Mr R, Collins requested that a street lawn be prepared in front of his property in Marne Street extension, and agreed to undertake to keep it in order. The request was referred to the city engineer and if labour is available the work is to be undertaken. That the New Zealand Alliance requested permission to hold meetings at the weighbridge on Sunday evenings. It was decided to advise the Alliance that the weighbridge site is not available for evening meetings, but that the band. rotunda is available on Sunday evenings, it required. That the Terrace End Development and Progressive Association wrote expressing thanks for the improvements carried out to the stage in the Coronation Hall, and pointing out that the present access from the hall to the kitchen necessitated lady helpers ascending steps from the hall to the stage and descending further steps from the stage to the kitchen, also suggesting that a level passageway be provided at the side o the stage between the two doors and that the kitchen be renovated It was decided that the matter be referred to the engineer to rei trt to the nex meeting. That, with reference to the request from the Wangamu Education Board it was decided that the old bus barn in Cuba Street extension . be demolished and the timber and iron removed therefrom be stored pending the re-erection of the stables. ’I hat Nurse Cromhie be advised that the council was prepared to asphalt the side ol the road on the Roy Street frontage of her hospital provided she was prepared to pay the sum of £lo covering the cost. That the city engineer reported that to remodel the existing public building on the lakelet enclosure would cost £228. It was decided that the matter be held over pending ATr Hughes obtaining further information. That the citv engineer submitted specifications relating to the erection of a cottage at the Sportsground to be occupied by Mr L. Wheatley, and it was decided that the specifications he approved. GAS AND ELECTRICITY. The report of the electrical engineer (Mr J AV. Muir) for the month ending October 31, 1935, was ns follows: Ihe following work .was carried out by the lines department: Services run, 3U; meters tested, 86; meters installed, it. The inspector made inspections or and passed 97 jobs during the month, including 85 extensions, making the total number of consumers to date 5944 Jhe total load, including street lights, is now 21,471 k.w. . , The gasworks manager (Air Mini) reported that during October 431 tons of coal had been used and 111 tons or coke made. There were 666 tons of coal in stock. During the month there had been installed 16 cookers, o ga& fires, 3 water heaters and 1 copper Ten new services were also laid and 22 meters connected. The total number of consumers to date was 4900. It was decided to instal an additional street light at the intersection of Clausen and AVood Streets, and to move the street light near the corner of Mahoe Avenue in AVood Street to the intersection of both streets. TRANSIT COMMITTEE. Reports by the transit committee were adopted as follow : —That with reference to the parking lamp standards at the corner of llangitikei and Maire Streets and the intersection of Cuba and Andrew Young Streets, and the report of the city electrical engineer in regard to these, it was decided that before the standards are removed the manager report on the lighting available on other parking stands and whether such standards would be of use on these areas. That in reference to tho AVest End Progressive Association’s request that a shelter be provided at the intersection of College Street AVest and Botanical Road, it was decided that a return covering the past year showing the number of passengers entering and leaving the buses daily at the terminus referred to be tabled. That the communication from No. 6 Licensing Authority pointing out Unit Mr D. R. Rutherfuvd’s license was granted for the purpose of catering for passengers at Awahuri and otKer intermediate places and not through passengers to Feilding, and that it was desirable that the depot of the service should be separate from that allotted to the Feilding services, be received, and it was resolved to again inform the Authority that the council was strongly of the opinion that all buses for the one destination should depart from tho same stand. That the proposals for a new award for passenger transport drivers be referred to, the chairman and the traffic manager. That the report of the manager requesting the appointment of an additional inspector to assist with traffic duties be held over, and the chairman, manager and town clerk bring down a report in regard to the clerical work etc., performed by the manager ENGINEER’S REPORT.
The report of the city engineer (Mr
J. R. Hughes) for October was as follows:—Special road works (£5200): The work of lightly scarifying, metalling and rolling the balance of Ngata Street and. Chaytor Street has been completed and they are now consolidating in readiness for tar sealing. The following streets have received their initial tar seal coat: Ada Street, Ward Street, Ngata Street. Footpath maintenance : Under the special authorisation the following footpaths have been reconditioned and topdressed with tar and sand: —Brightwater Terrace, west side, 8 chains; Haydon St., north side, 18 chains; Keith Street, west side, 17 chains; Rata Street, south side, 18 chains. Footpath reconstruction : The recently reconstructed footpath on both sides of Shamrock Street from Chelwood Street to R-ewa Street, a total length of 11 chains, has been topdressed with tar and sand. New footpath construction: The 10 chains’ length of footpath recently constructed on the south side of Limbrick Street from Millar Street to Brightwater Terrace received its first coat of tar and sand. Stormwater, Hokowhitu lagoon depression : The work of cleaning and deepening the depression between College Street and Victoria Avenue was carried out. The depression has now been deepened between the two lagoons, a distance of approximately 96 chains. The old wooden sump in R'uahine Street near the Terraco End School has been rebuilt in concrete. An extra sump has been constructed at the intersection of Grey Street and Victoria Avenue. General: At the end of the month the contractor for the construction of a reinforced concrete reservoir in Heretnunga Street had commenced to shift his plant on to the job. but the continued wet weather has hold up the construction work and so far practically nothing hasi been done. Waterworks : During October, 18 new services were installed, three services replaced and 10 services overhauled and repaired. The lin. main in Boundary Road was extended 67 feet to give a supply to a house in the course of erection. The work of connecting the 9in. and 12in. mains to the new 21 in. main over the new Fitzherbert bridge was completed. Two meters have been installed and one fire hydrant in Ada Street repaired. GENERAL. Conditional on the completion of an easement being secured from the property owners, instructions were given for the laying of an underground 400volt cable through the Regent Arcade.
