TO STAND BY LEAGUE.
SOUTH AFRICA’S ATTITUDE. Received September 14, 1.20 p.m. GENEVA, Sept. 13. Mr To Water (South Africa) in a broadcast speech declared that South Africa, in the event of a violation of the Covenant; would stand by the League in applying sanctions if members were unanimous on the point.
