PACIFIC ISLANDS.
QUESTION OF FORTIFICATION. AMERICA’S ATTITUDE. NEW YORK, July 31. The Washington correspondent of the New York Tillies says that the question of fortifications in the Pacific was described its the “if and when problem” to-day by President Roosevelt and Mr C. A. Swanson (Secretary for the Navy) during Press interviews, hut the latter added that tho establishment of bases must “inevitably be considered” if anti when tho Washington Naval Treaty expired. The President laughed aside a question as to whether lie favoured tho fortification of American possessions, hut Mr Swanson said that the Navy Department has long considered the matter, “because if we lose, the Philippines tho navy might wish to go elsewhere in the Pacific.” He added that, irrespective ot what other nations did in shipbuilding programmes, “we are fixed "P with oni programme until 1942.
