, A PRESENTATION MADE. WELLINGTON, March 1. The staff of the Internal Affairs Department' assembled in the Executive Council room, Government Buildings, on Thursday, to bid farewell and to make a presentation to the Under-Sec-retary, Mr Malcolm Fraser, who is retiring from the Public Service to take up a responsible outside position. Sir Alexander Young, Minister of Internal Affairs, wlio made the presentation, said Mr Fraser’s career, in the Public Service began in the Land Tax Office as far back as 1894. In 1898 Ml Fraser was appointed accountant to the Public Service Superannuation Board. He held this position, an exceedingly responsible and onerous one. owing to the inauguration of a new system, until 1911, when he was appointed Government Statistician. Mr Fraser was given further responsibility in November, 1930, when he was appointed Commissioner of Unemployment, an office he held with distinction. In 1932 he was appointed a member of the Unemployment Board, and in May. of that vear was elevated to the position of Under-Secretary of the Department of Internal Affairs. Mr Fraser said that at the outset of his career he had the choice of entering the Bank of New Zealand, or the Public . Service. He decided for the Public Service, and make up bis mind that ho would reach the tdp. In looking back over his service, he felt a measure of.gratification in having succeeded in, doing this.
