UNUSUAL FORM OF STAGGING. Received November 23, 9.10 a.m. LONDON, Nov. 22. The Evening Standard says an unusual form of stagging has occurred in connection with the Commonwealth loan. Some people bought old loans and converted them, and sold them at a good premium when the dealings commenced, thus causing the premium to decline.
