CYCLE ALLOWANCE.

RELIEF WORKERS AT MASSEY COLLEGE. CITY COUNCIL DISCUSSION. At Monday’s meeting of tlie Palmerston North City Council a letter was received from the Massey College Council regretting that the latter could not see its way to grant a cycle allowance to No. 5 scheme workers employed on tlie property. Tlie letter was the result of representations made to tlie College Council following a deputation which waited on the City Council asking that a cycle, allowance be granted. It was pointed out by tlie Mayor (Mr A. E. Mansford) “that the granting of an allowance as requested did not concern the council, but" he promised that representations should be made to the body employing the men. The Mayor said, when the letter was read last evening, that the City Council could not do more than liad been done.

Cr. J. Hod gens considered that the refusal of the College Council was regrettable. The college was financed from the Consolidated Fund and salaries paid there were, in some instances, such as many business men would be very pleased to receive. Under those conditions it was regrettable that the few pence a week could not be paid to men who were on relief work as compensation for using their own cycles. Or. H. B. Free asked if tlie men travelled to tlie college in working hours.

The city engineer (Mr J. R. Hughes) said that in cases where the men did not know they were to go to the college they had to report at the council yards before they started work, and would thus cycle to the college in working hours. In reply to Cr. W. B. Tennent,- the engineer said he understood that the men were engaged in planting and similar work. It was decided on tlie motion of Cr. Tennent, seconded by Cr. Hodgens, that the engineer “ascertain and report to tlie next meeting of the council if the capital work being done by relief woryers at the. College is different from the maintenance work which was being carried on at the primary schools.”
