TROOPS IN THE SAAR.
THE FRENCH POLICY. PARIS', Nov. 1. Semi-official quarters state that France will not send troops to the Saar except on a clear, formal demand of the Council of the League. She would also request other nations to cooperate. It is stated that the present purely technical preparations are the result of a report to the effect that there is a possibility of a Nazi coup. This cannot be overlooked.
